People "slam" Sonnen, because he plays an abrasive arrogant character, also because he didn't disclose his TRT to the Athletic Commission properly. And because some people thought the 17:1 ratio meant that he had 17 times the amount of testosterone in his system than the average person (his actual levels were never found to be above the allowed range).
People "slam" Belfort, because he has a history of getting popped for abusing PEDs.
Marquardt also popped hot earlier in his career, and then flip-flopped and decided he didn't need TRT.
Todd Duffee is young and built like a greek god, so PED abuse is heavily suspected.
The reason why Hendo gets a "pass" is a combination of being older, never having failed a drug test, and he doesn't physically appear to be abusing the treatment.
