I'm not 100% on the details, but I think you can't legally get the surgery until you're 21...and to be cleared psychologically, you have to live as the opposite gender [the one you're changing into] for a couple years.

I was actually going to say that it wouldn't surprise me if Cyborg was born a hermaphrodite and her parents arbitrarily chose the female gender for her.
