AA has been shotty and Barnett runs into steroid problems constantly in the US. Antonio Silva, Kharitinov and Rogers are not as marketable.

Werdum's name, on the other hand, is still in the headlines as the guy to dethrone the greatest fighter of all time. If Werdum beats Overeem (again) and Fedor (again) and let's say beats a Barnett or an Arlovski from the other side of the bracket, he would easily establish himself as the #1 HW. Plus, I can see him actually staying with the company and defending the title.

Obviously, if Fedor didn't have these management contract negotiations issues, it would be best for strikeforce if he wins it but as we have seen, the issues will continue.
See, I think the best thing for Strikeforce is for AO to win the whole thing and test clean while doing so. It would, as you said, legitimize him as a title holder. It would also catapult him to the top of the HW heap while shutting up all the steroid talk. And like it or not, he is a bit more marketable commodity than Werdum.
