Default Nevada State Athletic Commision Rules #24: Using abusive language...

Whats up everyone, don't ask me how I ended up looking up the rules as stated by the boards but I found something interesting. #24 "Using abusive language in the ring or fenced area". Immediately Nick Diaz pops into my mind, obviously he's the most notorious for shit talking in the octagon but I've heard cases of Koscheck taunting Paul Daley calling him a pussy and other instances. It raises the question 1. What exactly is abusive language.. lol and 2. Is this just a rule that isn't enforced, seems silly if that's the case. Just wanted to get some more thoughts on it.
