After AO ducked back to Japan when Fedor initially signed with SF, M1 wanted Olympic-level testing for an SF title bout. AO refused [and Coker let him] so he ended up facing a guy Fedor already KTFO'd.

I'm not a sonnen fan, by any means, but I don't remember reading that the disparity between his T/ET levels was higher than 14:1 at the time of his scandal. I'm reading it often now, and I'm curious where that's coming from. Is it something I completely missed, or is it misinformation on the verge of being a meme?
For the record, I think sonnen got off too lightly as well.

You're also overlooking the fact that Diaz's use of marijuana was pre-established before he signed with the UFC. It's been public knowledge for years, and while you can ignorantly write off his doctor as "sketchy" you'd be ignoring volumes of valid research that indicates marijuana is tremendously helpful in many cases of ADHD coupled with social anxiety disorders.
