Neither Tito nor Davis were ranked when Evans beat them. Forrest was ranked, and so was Machida, both times. You could also argue that--and I do--that Shogun beat Henderson, who was also ranked.
So--even by your logic--in the same time-frame that Evans beat nobody who was ranked, Shogun beat several ranked fighters. Thus, I have him ranked higher than Evans.

You had Shogun beating Henderson? I feel like there is a strong argument for a draw because it was very possible the last round could have been 10-8 for shogun. Maybe i'm remembering wrong but I thought Hendo had easily won rounds 1,2,3 and Shogun won rounds 4,5.
