It was only 5 years ago that the CSAC actually considered marijuana to be a performance enhancing drug. Basically, you're dealing with the effects of a bureaucratic system that moves glacially slow, if at all.

The psychoactive agents in marijuana and hashish are called cannaboids, including THC and others. Cannaboids are absorbed into the fatty tissues and then released into the blood stream. From the blood stream, they are metabolized by the liver. Looooong after the psychoactive properties have faded and and well after the presence of THC and other agents are routinely detectable in fatty tissues or the blood stream; these metabolized agents continue to be detectable in the liver.

It's kind of like looking at a greasy residue on the grill to prove the evidence of a barbecue that you had several weekends ago. It doesn't look, smell or taste like a steak, but there is a viable connection.
