Nick actually did a lot of things wrong here besides not filing the paper work. The main one he didn't learn from his past mistakes if he had never been caught with weed before then it's one thing but to get caught twice it's just being dumb. He had avenues that he could have used to never have an issue again after the first one no excuse other then incompetence on his and Cesar's part. Failing to do the above instead of going the route of owning his mistakes he went on the offense trying to find fault with the way the testing was done. Instead he could have owned his mistake and tried to work with the commission (ie supplying his medical use card). Pretty hard for the commission to show any leniency after that
