Silva started his career at 168, but at that time there was no money at that weight so he moved up to 183 to fight in Pride(they had a 161 division as well, but I don't think he was interested in that). At 168 he was like Jon Jones. He has bulked up a lot and I doubt he can make that weight any more at his age, but he could have stayed there for a while(he moved up at age 27, not like he was a kid when he did it).
One thing about LHW is that there are not that many guys who can't make the cut to 185. For example, Evans, Silva, Okami, Machida, Shogun, and Sonnen are all about the same size. It's just that you get these really huge LHW's like Jon Jones as the extreme, but also guys like Griffin and Rampage who make it harder for the guys who don't cut much weight.

You're not allowed to use your weight as much in boxing. The grappling aspect of MMA really stresses the advantage that guys see in weight. RJJ and Toney winning HW titles is pretty similar to BJ Penn and Bendo moving up to HW and winning titles. It just seems ridiculous in an MMA context.
