Some rankings systems take suspensions into account, and some don't. We chose the latter as rankings systems based on the former remove the fighter out of the top 10 and insert them immediately upon their return. This thus defeats the whole purpose of moving up and down the rankings, i.e. fighters who are out of the top 10 should earn their way back in, not just temporary removed.
We based our decision instead on activity of a fighter. Criteria D takes this into account.
