Boetsch is a fucking hoss, but he is arguably on the cusp of taking an unofficial #1 contendership fight(which, had he bested Weidman, would've been a massive feather in his cap and for his argument), this fight puts alot on the line, with very little gain.
A win over Costa after beating two top fifteen fighters doesn't do anything for his campaign and considering the drawing power of Bisping, I think that if he defeats Vitor, he will be in the catbird position for a title shot.
This really sucks for Weidman on the otherhand, depending on how long he'll be out, maybe the winner of Belcher/Okami? Takes a good deal of wind out of his sails.
