Yeah, because the UFC wants to alienate their biggest PPV draw / cash cow, and Anderson Silva.
What leverage does the UFC have in this situation? Money? Both guys are already filthy rich.
Is the UFC gonna fire either one of them for not fighting outside of their weight class?
Come on man, with these two guys essentially being the face of the UFC, Jon Jones and Dana White notwithstanding, the UFC doesn't get to tell these guys what to do.
If they don't want to sign on the dotted line, shit doesn't go down; it's as simple as that.
