The UFC would not 'simply' move on with the hype machine marketting the next big thing. With GSP and Silva being established divisional kingpins and ppv draws, there would be a huge gap left by them not fighting. The UFC can't afford to damage itself to the extent it would by cutting both GSP and Silva. If either guy doesn't want the fight, it won't happen; because neither guy
has to do it. They'll just continue to fight in their division. The guy who wanted the fight, may have additional leverage in negotiations; commanding a slightly larger salary to fight opponents he should be fighting anyways.
