I was thinking that Mike "Quick" Swick probably does. There were others like Vitor Belfort before, maybe Fedor, Chuck Liddell, Igor Vovchanchyn.

Vitor when he was new in the UFC, hands down. Baroni has some lightning fast hands, too.

really the "fighter" that has the quickest hands for punching would go to De La Hoya, he certainly has quicker hands than Vitor but as far as MMA yeah Vitor's are really fast as well as Baroni, Swick's are pretty fast as well.
Igor not really quick as it is powerfull, same with fedor though his hands are pretty damn fast especially the right hand lead.
