I like this idea.
This proves who really deserves to be at the top. Sure it will set some people back, but this is the best way to make it interesting for the casual viewer.
On a business level, it makes sense too. You don't want to strip Franklin of the title yet as where he's one of the faces of the business right now. I say in order to build this up, have Franklin do commentary during these MW fights. Good way to keep building up the fight for when Franklin makes it back.
If you have Leben/Silva at UFN, then Swick/Marquart at UFC 62 or the next UFN. That sets up a #1 contenders match at UFC 63 as the top non-main event match (main event is rumored to be Babalu/Liddell 2). UFC 64 should mark the return of Franklin. This will give him plenty of time to rehab and be 100%. This would be a great gameplan for UFC on a business level.

I think the UFC needs to hold tournaments for title contendership and for the title.
LHW tournament:
Tito vs. Travis Wuiff
Forrest Griffin vs. Bonnar
winner gets to face the winner of Babalu/Lidell
HW tournament
Frank Mir vs Silva
Paul Buentelo vs Monson
winner gets to face the winner of AA/Silviya3
MW tournament
Leben vs Silva
Swick vs Marquadat
Quarry vs The Crow
Horn vs Cote
winner faces the winner of Ace/Jorge Rivera
WW tournament
Parisyan vs Sanchaz
Fisher vs Penn
winner against GSP/Hughes

The only problem is that the NSAC won't allow multiple fights in one night, so the tournament would have to span over months.

I dont see anyone at the moment being able to take franklin, less its due to the lay off to his injury. Swick possible but I dont see him as ready for someone seasoned as franklin. Leben I really dig the guy and hes a hellova fighter, but I dont see him having the tools right now either. The division is pretty thin right now, I really dont think ufc has a true number one contender at the moment for franklin. Pleanty to fill out a card and to put in with franklin. But no one really stands out, with walking through competition like franklin has.

What about Phil Baroni if Franklin is still champ when he leaves Pride if he hasn't already? If Baroni can fight like he did against Dave Menne he might could do pretty good. But Franklin would still probably half kill him. lol

Silva takes out Leben, Swick squeaks by setting up Silva/Swick in which Silva becomes #1 contender but Swick makes a loud statement on why he belongs with the elite.

Seems to make sense to me, although I'd say Silva takes out Leben, Marquardt decisions Swick but in a fight where Swick has some big moments proving he's among the top 185'ers, while Marquardt wins the decision likely via boredom. Then Silva either murders Marquardt with ease, or Marquardt bores his way through Silva also. Thankfully the only guy I'm pretty sure Marquardt couldn't bully and bore his way through would be Franklin.

I would like to see marquadt VS Horn take on the winner of leben Vs silva
then the winer fight franklin.....swick should keep fighting elite middleweights getting even better as the months pass and then step in when all this mess is cleaned up
by the way I am aware of the horn and franklin relationship...but I still think they should fight....friendship shouldn't be an excuse...Dana should just put them against each other without telling them lol
