They will have to test for shows in the US that have athletic commisions that require testing. I have no idea about Chicago's standards since they just recently legalized MMA.
However I doubt they test during their European shows and shit of that nature.

Actually I think I remember Finklestein claiming that they were going to be the next Pride, in an interview after the Yarrenoka show. But then again Finkelstein says alot of shit, I think Cox is actually smarter than to think that they are going to dive in and go head to head with the UFC.

The problem is those top names demand top dollars. M1 needs to be attractive to fans before forking out that top money or they are going to burn through cash too fast and collapse. Fedor himself is getting $2Million per fight (plus the signing bonus and other shit). In order to make just that $2million they need 100,000 ppv buys, which for an org which has very little exposure is pretty much impossible.
If you throw another big money name in there and then on top of that add all of the administrative fees (which are typically much more than the fighter pay itself), they put themselves in a position to pay out much more than they gain. That I beleive is why they are so big on copromotions. A different org does all of the work and M-1 simply makes a fee for allowing them to use Fedor.
