I think the UFC should only be concerned about their own fighters and use a tiered system instead of giving each fighter a specific assigned number (or just the top ten or top 5 whatever it may be)
Id say have 4 tiers..
1st tier - The Champion
2nd tier - The Contenders
fighters that would be ranked collectively 2-5 in the division
3rd Tier - The Challengers
fighters that would be ranked collectively 6-10 in the division
4th Tier- The Prospects
Everyone else
So you wouldnt know a specific number rank for any fighter other than #1, instead you would know what tier they belong to and what position that tier is ranked in the division
The rules would be...
Only a fighter ranked Tier 1 Contender can challenge the Champ
A Fight Can only occur between Fighters who are in the same Tier or the one below or above (Ex. Tier 4 fighter can not fight Tier 2)
IF a Fighter beats another fighter in a higher Tier they Move up to that Tier and the losing fighter moves down
IF a Fighter beats another fighter in a lower Tier then both fighters remain as is
Other Things To Note:
-If the ufc signs someone new they can assign him to whatever tier they choose demoting one person whoever they choose from each rank below that tier to even it out
