You are again making a very broad generalization. You point out the few bad apples and expect us to take the exceptions as the rule.
For every Ken Lay, Jeff Skilling, or Dennis Kozlowski, there are 100 Darwin Smiths or Jack Welchs.
Point being that you have probably never heard of MOST of the CEOs in the world because they run a smooth company. Scandal sells, so you hear about the crooks. Do you read in the paper about people who didn't go on a shooting spree? Do people who have consensual sex get on the news? No, probably just the rapists.

When a business has a goal of being the best in the world, they need to have the best people in the world. Sometimes people need to be let go. It is a reality. Sorry, but there is no Santa Claus either.
Jack Welch was well compensated because he took GE from a company with a market value of $14 billion to $410 billion. Did he do it by scandal? Nope. His job was to make GE a successful company, and that is what he did.
If a company pays people for doing nothing, that is called a charity.
Part of being a CEO or an Executive of any sort is that you are given goals and you face pressure. This pressure usually comes from the Board or the Shareholders. When you are given tasks, you are held accountable for accomplishing them. Sure, a CEO could keep employees that don't achieve and fall on his sword, but then that CEO would be replaced with another CEO who would make those tough calls.
