The thing about elbows is that they cut you but they rarely ever severely damage you (Anderson's standing elbow and Gary Goodridges elbows to Herrera are examples of KO's due to elbows). So nearly every time a fight is stopped due to a cut from an elbow, the fighter is in no danger whatsoever other than the blood in is eye(s) (so he can't see and the fight has to be stopped) as a result of the elbow(s) so if they eliminate elbows they eliminate stoppages that have cut short some amazing fights.
Elbows in a cage are 1 of the 2 worst rules in MMA IMO (as a result, the other is no knees to the head of a downed opponent). It gives fighters a reason to train specifically for taking someone down, pinning them to the cage and then dropping or sweeping elbows. They can't dodge elbows when their head is pinned so all they can do is hope to block them, bnut even that will come at a price.
