you can't possibly put your hands around someone's esophagus without opening them up surgically.
you are allowed to put your hands around someone's neck any way you want, you just can't try to crush or attack the larynx. rape choke puts pressure on the entire front of the neck, doesn't necessarily isolate the larynx, so its fine. although if you specifically grabbed the larynx or pushed in on it with your thumb then that would be illegal and very dangerous
as for the article, I personally believe that a good blood choke is the most humane and merciful way to end a fight. its painless and less damaging to your brain than a night of drinking
