Its just a bullshit ass announcement so you do not watch Elite XC Lawler vs Smith and just watch the re-play and wait for the "big" announcement.

What's funny is in the spam mail the UFC sent out it doesn't say a single work about a 'replay' and makes it seem like it's a new event. The wording is "Special Presentation" Only someonme that follows it would even notice the number is low.
If you're familiar with the UFC and follow it you'd not be real interested in a chopped up PPV event. At least I wouldn't.

I think it will be UFC 89 on Spike as well but they could throw the IFL purchase in there, maybe even introducing some fighters that you "will want to get familiar with."
I'll do the same thing I did with Affliction, watch Elite first and then scan through for the announcement. I already have UFC 84 saved on my TIVO anyway.
