I would never mention Royce simply because in the modern world where most fighters are well rounded he would get his ass handed to him. Even in the BJJ world he's nowhere near the best or most accomplished BJJ fighters.
Top MMA fighters would have to include in no specific order
Fedor Emelianenko
Big Nog
Wandy
Sakuraba
Bas Rutten
the rest I need to think bout.

Its hard to make a Greatest of All Time list without setting criteria to judge by.
With that said, I think some of criteria to judge fighters by should be:
Win/Loss record
Who they have fought
How successful they were in their career
skill and physical ability
If they ever were a champion
How many times did they successfully defend a title
Their impact to the sport
etc.
With this criteria I would say a top ten list would look something like
1. Fedor
2. Matt Hughes
3. Royce Gracie
4. Chuck Liddell
5. Randy Couture
6. Tito Ortiz
7. Wanderlei Silva
8. BJ Penn
9. Frank Shamrock
10. Kazushi Sakuraba
