I can't decide. Hughes/Fedor/Silva stand out as choices but I'm gunna throw another name into the mix...
Genki Sudo.
I haven't seen all his fights, but the losses I've seen have been down to him showboating against outclassed opponents (forgetting to actually beat them up lol), or controversial ref/judge decisions (for example the recent stoppage, and also the ref splitting him and Duane Ludwig for a cut with Genki about to finish the fight imo. Seriously skilled fighter.
