The nerve strikes rule is unenforcable as nerves are under every square milimeter of the skin. Besides, much of Dim Mak relies on artery injury and even chi. Since chi is an invisible force, there would be no way for the promotions to prove it has been used.
You say good tuition is unavailable in the 'States. That is a crying shame, but as the wealth of mma practicioners increases I hope we will see more and more of them travel to the Tibetan monestaries to learn the dark arts.
