The Marquardt/Lister match looks like it's gonna be on the UFC 67 super bowl weekend card, rather than the UFC 66 card. According to MMAWeekly.com rumors section anyway:

plus if chuck and forrest both win, forrest more then likely will be the next fighter in line for the title, for 2 reasons, forrest will make ufc money, so dana sees that has cash vs chuck, and besides tito forrest is next because rashad hasnt fought that many people yet and is still boring and forrest has beat a few if he wins againt jardine he will be 5-1 in the ufc and i think it would be perfect time for ufc to set up the fight right before chuck moves up in weight

Trust me, I've called a bunch of matchups on here, most of them before mmaweekly had them even as rumours, and every one of them correct. Barring injury etc, this fight is certainly happening on the Chuck Tito card.
