I don't know. But im sure that anyone you talk to will tell you that his fight should have made the PPV. I have no idea why the UFC put it as a prelim. Maybe they want his next televised fight to be against a name.
Diaz is a better fighter, and actually has more of a name than monson.
Monson probably pulled more in in inducements and sponsorships as said above.

The UFC is not marketing internationally. They are most concerned with their own organization right now. It doesn't matter how much recognition Monson has across boarders. It doesn't do him squat here. Diaz is a bigger name in the UFC and his pay shows it.
To me it just seems weird that Monson would make $13K and Sylvia made $120K or whatever. There's too much discrepency between the two regardless of who won or lost. If that's how much a championship fighter got paid then I think Dana needs to find some better competition.

i think Monson only making 13K for a championship fight is pretty low... but i do think Sylvia coming in as a defending champ should make more, with the option that if Monson won, he would get a big bonus
