Something hinky about Daley coming in potentially at such a higher weight....BUT, if he couldn't even MAKE the cut, there is also a possibility that he's so zapped that he won't have the energy in his arms that he possibly could've if he had a clean cut.
I personally think the penalty should be a little steeper than just ten percent of the purse. Perfect example is Yoshida/Rumble, where they looked like two fucking different weightclasses and Yoshida got raped. It doesn't seem fair to the fighter that loyally MADE weight that they agreed upon and then has to be penalized by fighting a foe who's possibly not zapped themselves. BUT, given ZUFFAs love for gamers who love to fight no matter what, it's not like Hazelett or Yoshida can reject the fight and then they're at a disadvantage. 20% of the purse would probably guarantee fighters would make weight or fight at a more genuinely suited weightclass....

the issue is, you can take a decent toilet-break and cut 1lb.
I know the fighter have nothing in themselves at the time of a weigh in (including fluid), but to not allow someone to try and sweat out 1lb sounds stupid to me.
It's not like he weighed in at 175 or something like that

If this fight was in any other state except for Nevada or California, I could see Daley being allowed to lose the weight.
I really hope the UFC doesn't phased out his nickname, Semtex, just because it is a popular British explosive and not so much in the States, but i haven't seen them using his nickname like they should.
First time in 30 fights he's ever been overweight, so I think they should let it slide....10 percent of the purse, whatever, sure. It's not like it was 3-5 lbs over....that would be a little crazy....then I would expect an excuse or something....sick a week before the fight or has a cold, or is having his period or something we've all heard before.
If you are really serious about it, I am sure he could have donated a pint of blood, that would be more than enough weight to shed for him to come in on weight.

Dustin is just going to have to weather the first round. The longer the fight goes the better its going to be for him. I bet Daley has enough to go for broke in the first, but other then that hes gonna be gassed.
