Yeah BJ agreed, as well as when he was in WW.
Excellent point bringing up Rich Franklin.
Keith Jardine is always fighting the guys right on the cusp of getting a title shot, gotta love him for that.
Josh Koscheck is always ready for a fight and has had some stiff competition the past 3 years, I would actually go as far to say that he is up there.
Without a doubt though RANDY of course, he has fought a whose who of MMA since TUF1, anyone who is relevant in the sport fights RANDY, except that one over rated guy.

This question is almost impossible to answer accurately considering the talent pools in the respective divisions. If the lhw division has 99.5% of the best fighters how can you make a comparison against any other division when it comes to stiff competition.
I think you need to look at each division separately in this case.
lw - BJ Penn
ww - GSP
mw - A.Silva
lhw - Griffin/Jardine/Liddel (toss up?)
hw - Randy Couture?

Disregard weight divisions and still yet, Randy, A.Silva, and BJ are consistenty fighitng the best mixed martial artists in the world. Unlike that one over rated guy who got busted open and ground and pounded by an unranked mechanic (observe the nut huggers coming forth, i see them on the horizon LOL).

hendo comes to mind. just his UFC fights alone have been pretty strenuous, and considering his final pride run makes it more impressive.

.....With GSP and Wand you are splitting hairs imo......but I'm gonna go with Wand. With Rich Franklin as honorable mention. Wand faced Fujita,Cro Cop,Hendo,Chuck,Jardine,Rampage and Rich Franklin. With Bisping next.

Because he hasn't fought your precious Brock Lesnar? Honestly, Fedor does not care about ranking or what people think of him. All he does is win title belts and beat whoevers put in front of him.

FLAME SHIELD INITIATED | We can't forget about Lyota Machida. He's beaten Shogun (controversy but a win, Rashad, Thiago Silva, Tito, and Sokodjou( when he was considered good). He's also beaten Ace & Penn. He is undefeated and all of these other fighters have lost atleast lost once or fought a cupcake schedule.
