There's way more politics in the UFC.

Do you really think the politics in the UFC are going to be any simpler?
I can't see them allowing him to fight in K1 matches, unless dana has completely changed his mind.
He's going to need to be tested whenever he fights in the states, and if it's in California, their process allows them to pretest based on suspicion, under Douglas.

Do you mean they're probably worried about putting money, time and effort into a fight and having it fall apart at the last minute due to steroids?
or
Do you mean they're worried about AO's skillset?

I'm pretty sure Fedor fears no man, this is a business decision by M1, and a smart move IMO.

Oh come on...he's just been working out his forehead a lot. You know...brow crunches and whatnot.
Seriously though, anyone with nothing to hide would address these kind of rumors head on and volunteer for extensive testing, any time, anywhere.
