There are several fighters who I believe "on paper" are something close to being the "total package" so to speak, but have for one reason or another never been able to pull it together for a longhaul run to the top of the ladder.
Andrei Arlovski
Brandan Vera
Pedro Rizzo
Kevin Jackson
Babalu Sobral
Sergei Kharitonov
David Loiseau
Joe Riggs
Mark Hunt
Karo Parysian
and that doucheturd Josh Barnett, who has all the talent in the world and still feels the need to cheat.

No Tito, anyone? Don't get me wrong, I love watching him coach on TUF but the guy just doesn't bring it in his fights unless it's an aged Ken Shamrock.

Definitely Vera, also Gabriel Gonzaga, Huston Alexander
...oh, and James Irvin.
JAMES IRVIN.
JAMES IRVIN.
JAMES IRVIN.
JAMES IRVIN.
I don't know why I always just wanted him to go out and knock dudes out but he always injures his knee, or gets hit in the eye, or fights the P4P best fighter in the world.
Honorable mention: Miguel Torres in his last two fights

I'm surprised nobody has said Keith Jardine yet. I had high hopes for him, but now I don't know.

Travis Lutter - for not making weight and letting Silva beat him with illegal strikes to the head
Tito - for turning into a crybaby
Arloski - for going downhill in a instant
Nick Diaz - for failing drug test and also not being in the 185lb UFC Kicking Andersons ass.

DREAM for not being as near as Pride

I'm going to have to echo the Brandon Vera sentiment here. Dude looked unstoppable in his initial run and, in all fairness, could easily have two fewer losses on his record: he broke his hand on the first punch in the Sylvia fight, and still managed to hold his own and take him down. Plus the Werdum stoppage was bullshit.
Enough has been said about Cro Cop. My wild card here is Jardine; I've been a fan for a long time, both of his style and his look, but he just can't seem to put it all together. I sincerely hope he comes back strong against Hamill.
