But really, Monson is tough. Cormier couldn't finish him!

and I do think Nog lost a bit of his quickness/reflexes over the years, even though it seems like he punches a bit harder than he used to.

If you actually see the interview, He is asked "if he regrets not tapping sooner(before the arm broke)"

He never said he didnt tap out, He simply said no, and explained that he thought he could get out of it...

Then the guys at the website decide to make the title " Minotauro Nogueira doesn't regret not tapping to Frank Mir"

Things are always skewed around like that, it makes for a better title.
