It's not Rousey's job to be calling out Santos. Santos can have the 145 title essentially by default. If Santos wants a true money fight she has to make 135 or somehow entice Rousey a catch-weight bout.
I refer to my Balls-O-Meter on the Anderson Silva wants GSP thread. Rule of thumb is that if the bigger fighter is calling out the littler fighter then that lacks balls on the bigger fighters part. (I know we're dealing with WMMA but in Cyborg's case I think using "Balls" as the standard unit of measurement is appropriate.)
All Rousey needs to do is keep reminding people that Cyborg cheated. even if Cyborg comes back and is still manhandling (sorry, couldn't resist) her opponents Rousey just needs to sow the seed that maybe Cyborg just refined her cheating habits.
The way I see it, Cyborg is the one with all the ground to make up. She's the one going to have to go cap-in-hand to Zuffa to get relevant fights, and piss clean the whole way. Rousey holds all the cards here no matter how much of a victim Cyborg tries to portray herself.
For the record, I think Rousey's judo is good enough to plant Cyborg on her ass at any weight. Not sure about submitting her though.
