1. Souza and Kennedy victories are just as impressive as beating Munoz and Maia.
2. Being a SF champ, it is easier to market than Chris.
3. Probably a more exciting fight for the fans.
That being said, I think Chris vs. Luke is a fight to make to find out who the #1 contender should be. Really hard to count out Vitor but I guess he has to clear out the division of contenders before he can get another shot.
Crazy that if someone beats Vitor they are considered a contender but Vitor isn't considered a contender.
Another route would be Luke vs. Bisping/Cung and Vitor vs. Chris. Most impressive win gets the shot.

I think Weidman is the number one contender, but I would be cool with rockhold vs. silva. They could do Weidman vs. Souza on that card for a number one contenders fight. In the meantime Rashad could drop down and take on Lombard. Cung could take on Bisping. Whatever it takes to get Silva back in the ring. He doesn't have many more years of fighting.

Cung Le vs Bisping!?? You guys must love watching Bisping KO'd as much as me.
This is absolutely bullshit. Rockhold/Weidman to clear out Top Contender status if its that much of an issue, but this is getting ridiculous. Weidman is in there for it, but yeah he doesnt honestly have that great of resume either.
Fight for it already and lets clarify this garbage!
