The UFC should be focusing on giving fans reasons to watch the fights not reasons to ignore them.

Julio Cesar Chavez was a beast but other than that who is there, really? Oscar De La Hoya is not one of the best imo, lost almost every big fight he was in and looked for a way out in his toughest fights. He beat JCC when he was an old man. | lolwut?
Clearly you never really followed boxing. He had 10 world titles in 6 weight classes. He was past his prime when he lost to Pacman and Mayweather, he never should have gone so far up in weight to fight Hopkins, Mosely was caught juicing, and put a clinic on Trinidad but was wrong end of one of the worst robberies in boxing history. Not only did De La Hoya fight and beat top quality opponents, but even his losses helped establish him as one of the best fighters of his era. His victory over a steroid-fueled Vargas is considered a classic. He's stopped Gatti. He's stopped Mayorga. He even beat a prime Ike Quartey. He even has a victory over Sweet Pea Whitaker (controversial), who is considered one of the (if not the most) greatest defensive boxers of all time.
And as far as your statement about "who else is there" besides JCC...
Jose Luis Castillo (the only guy who has ever beaten Mayweather, despite what those corrupt judges said)
Marquez
Erik Morales
Marco Antonio Barrera
Carlos Zarate
Ricardo Lopez (51-0)
Salvador Sanchez

I asked a friend if he watched the Dodson/Johnson fight and he said: "I watched the whole card, except the main event, because I don't like to watch Midgets fights."
I called him a hater.
But with 115lbs, that shit is just way too small and ridiculous.

I get it. I mean, it looks like children fighting! One is sponsored by Xbox and the other is sponsored by pop rocks.

If they have a hard on for a new division I'd rather see them get more heavyweights and then split that division up.

I really think the 115lb division is not intended as much for americans as it is for the UFCs expansion efforts into Mexico and Asia. There's not a lot of 115 lb guys in the states or Canada, but there are plenty in Mexico and tons in countries like China, Japan, Korea, and Thailand. Those countries are happy watching smaller guys fight, and there is a good chance they would dominate straw and flyweight, which would make it easy for the UFC to grow in those areas.
