Id give it to Hughes if he was in his prime.
If he isn't in his prime, I would give Okami a bit of a "leg-up"

Hughes is still in a relative prime, but he'd lose anyway.
Okami is bigger, stronger, an excellent wrestler, and has more sound boxing skills.
Okami beats him 99/100 times.

Ill take an always improving Okami over any form of Hughes, we've seen Hughes prime and hes never looked as well rounded nor would he ever be as big or even as strong as Okami, Okami has yet to reach his ceiling.. he could be a force, the guys got all the tools.. its just how he uses them that stops him in fights.
