For some strange reason, I'm thinking that if Tito were ever to comeback to the UFC and challenge for the UFC LHW title, I think he'd utterly bring it.
I think Tito still has the skills and has really been the epitome of underachieving or simply, hasn't shown that hunger or that "eye of the tiger" that he had formerly shown.
Call it distractions, call it lack of desire, call it injuries or entertainment committments or Jenna Jameson or WHATEVER, but consider that his last three fights that were against top 5 heavyweights(Machida, Shad and Griffin) he didn't look too bad and performed on par, now give him a clean bill of health and a refocused, re-dedicated passion and I think Tito gives alot of fellas trouble, including Sugar Rashad!
Personally, I think that if Tito hid in a cave up in Big Bear for a year and did nothing but train MMA and had none of the other stuff in his life like TV shows and businesses and just got back to what made Tito TITO, I think he could regain the division. The Chuck losses really took a toll on his ego and psyche, but I think that Tito is truly a top tier fighter and just needs to again RECOMMIT!
I think this probably goes to the decision, but I feel that Tito is the more dominant fighter and has that similar aggression to Rampage, who I also believe has the skillsets to defeat one Mr. Evans.
I imagine Tito in Rocky Balboa's position at the halfway point of Rocky III, all he needs to do is find his Apollo Creed to run on the beach with and refocus himself, I think he'll be back in superstar form.
Also Jenna=Adrianne.

i think rashad takes it easy, rashad has been getting stiffer competition and beating them while getting better, KOing chuck, TKOing forrest, . who has tito beat convincingly in the last five years aside from Ken shamrock? he beat forrest but barely squeaked out a decision. i think like you said if tito actually focused and train, and fight, he could give rashad problems, but im still not sure he could beat rashad.

point taken, but I think that the argument could be made that if Rashad fought the Chuck that Tito fought either time, he wouldn't have had such a fun ride.

true but on the other hand, both tito and chuck were in there primes when they fought, so we would have to pit a prime chuck against a prime rashad, and i dont think weve seen the prime rashad yet. to be honest i dont think chucks any different now then 5 years ago, other than he's older , cause he still has the same fighting style, i think hes just been figured out now.

I think Tito in his prime takes this. But about Chuck, In his prime he would win beat them both... At the same time. (joke)
But if they fought again i see Rashad winning. Tito will never be the same again imo. I don't think he wants to fight anymore he just does to make money. But we would all do the same thing.

Rashad continues to improve with his training at Greg Jacksons camp and shows it each time he fights. Tito has been stale and not improved in a long time. Rashad takes it but this time he finishes Tito. (TKO strikes, ref stoppage after Tito curls in a ball)

Tito via split decision, and I'm not just saying that.

Rashad takes this. Remember Rashad technically would have lost when they fought the first time if not for the point deduction. The reason for the deduction was For Tito repeatedly grabbing the cage. My point is, had Tito not had grabbed the cage that fight could have had a very different outcome.
Fast-forward to now, Rashad has improved leaps and bounds and is showing no signs of slowing down and Tito has not been "the Huntington Beach Bad Boy" for a while. He's gone Hollywood. He just (seems like he's) lost that killer instinct. I think the fast hands of Sugar in his face will make him cover up and Rashad will have his way with him.
