So Travis Bickle vs. Tony Montana than....I think Bickle takes it, he's got the size advantage, but Scarface is a crafty, sneaky bastard. Still, I like Bickle by flying armbar.

There both the greatest actors of all time but Pacino was better
Dog Day Afternoon, Scarface, The Godfather, Serpico, Carlito's way, Insomnia..
De Niro has a great catalog too but its a half a step behind Pacino's

Pacino's is great too though : Dog Day Afternoon, Scarface, The Godfather Trilogy, Serpcio, Carlito's Way, Insomnia, Dick Tracy (laugh all you want, it was a great movie, and Pacino stole every single scene he was in), ...And Justice For All, Scent of a Woman, Glengarry Glenross, and Donnie Brasco.
I didn't include Heat, since both of them were in it, nor did I include The Godfather II by itself in the De Niro column. Speaking of which, they're gonna be in another movie together that comes out next year, Righteous Kill. It seems they share most of the movie with each other, as opposed to the two scenes in Heat, and no scenes at all in The Godfather II. Either way, I'm there.
