Quite easily it is a ranking based more on skill than fighter vs fighter. In boxing terms it means Floyd mayweather is the P4P king but he couldnt beat Wladimir Klitchko. Likewise Wladamir doesnt have the boxing skills Mayweather does.
This applies to MMA. BJ penn loses a dec. to a LHW Machida, Thats impressive. GSP showing that he can out-wrestler the Natl champion wrestler and out strike strikers show how phenomenal he is. Heavyweights dont make P4P list unless they are truly skilled like Fedor. Randy makes a lot of lists cuz he has won multiple championships at different weights.
Do you kinda get it now. Its not what would happen if BJ fought Sylvia. Sylvia would stomp him. But if they weighed the same and had the same skill sets that they have now who would win. IMO BJ could win LHW or HW with his skill set if he was indeed naturally 205 or 225+. The other weight classes Have other fighters that could win other weight classes. Former/future champ GSP and Anderson Silva could win at LHW if they were born that big.
