That sucks ass. At NFL games in Toronto I know the answer was no. But people were smoking in the ramps while cops really didn't patrol the ramp ways. Fucking Toronto.
At half time there were dozens of people walking up and down the ramps smoking and trying to hide it.
I don't know how they expect people watch a 6 hour event without going outside.
In Montreal and Ottawa, both have outdoor areas where people can smoke.
In Toronto, I just remember everyone getting a pat down and wanded with metal detector and bags searched and once you go in, you are in, and can't exit and re-enter the stadium.
