The games are different enough that some athletes that would excel in the NFL would not excel in the CFL. Yes, average quality definitely different between the CFL and the NFL, but there are still a lot of athletes in the CFL that would do great in the NFL or and others that have skill sets that pay off better with the different rules.

Flutie/Moon did well in both leagues and there is not much difference between them and guys like Calvillo, Dave Dickenson, Henry Burris or Ricky Ray.

With MMA it is not the case where as not too long ago the best fighters in the world were not in only one organization.

The closest player that would be worthy of being in the HOF and not playing in the NFL would be Anthony Calvillo. He does hold the record for most passing yards in professional football.
He will be he just retried. Give another 10yrs and they will induct him for sure. Hes also 1 outta 5 to complete over 400 td passes. Dude was a stud and definitely shoulda been in the nfl

Moon is in the Hall of Fame though. Flutie was no where near a hall of fame caliber player.

There is also Joe Tbeisman and Jeff Garcia as well. The most recent CFL player to find success in the NFL would be Cameron Wake.
