Default Make it easier to neg.
Some of these asshats do not get negged enough because you need 10 reps before you can neg someone again. I know this is to prevent trolling but regular members need the ability to neg the shit out of trolls when the mods are doing nothing to them.

Yes I am talking about zana.

People that act like shitheads need to be recognized as shitheads via their rep.

It is the same with positive reppin' people. You cant rep the same person for a while after you rep them / you need to rep so many others. I think it works for what it is.

Just so that you can't boost up a particular pal too fast allowing your reputation increase to be community driven rather than individually.

Negging does not work the same way because some people are too complacent.
